It will work on drums as well as discs, booster shouldn't be necessary either. On the ones I have seen, it's simply a matter of pressing the brakes and shutting a valve to the front brakes to retain the pressure when the brake is released. This will keep the front brakes locked until the valve is opened again.

I don't know how much it would cost, guess it depends on if you buy it as a kit or put it together yourself from generic hydraulic components. For example, I have seen people use a "normally open" electric valve that came from (if I remember right) a forklift. Going the DIY route takes some research, so it depends on how how you feel about working with hydraulics. Brakes are one of those "better safe than sorry" things, so I would probably go with a kit. Check dealers like Summit for prices.

I have a 67 camaro and it isn't power or disc brakes just drum. I've had line locks on it since 1981 it always worked great, When I set them it never moved and I have enough power with my 70 1/2 LT-1 350 and 456 gears. As far as price like Olle said check Summit or local speed shop. My line lock kit is a Hurst. Any questions just ask
