What would be a fair price labor and parts to replace wiring harness including fuse block and all dash and everything under the hood, power windows, power top and rear harness? I am asking for a friend whose car has some major problems. He has gotten a couple of guesses of $2000 and $3000 , what is your opinion?

John,
The wiring harnesses alone will cost near $1K and I'm not sure it is all available aftermarket. The dash harness is the most costly of the bunch.
Why not call James Hinshaw and ask him for an estimate?

John,

Is he going to be replacing the entire rear harness? If he does the interior and carpet has to be removed to put it in the channel. Sounds to me like he is doing to have to gut the car completely anyway. If he is having someone do it $2000-$3000 just in labor may be a low estimate.

I dont think he is planning the rear harness as its from the fuse block forward that is the main problem but he wanted to replace dash area wiring as someone done a hack job under there in the past. I dont know much about wiring but thought 2500 to 3000 was probably a fair price. One of the estimates was from a member on here who is very good with anything Chevelle related. He has a fleet of very nice rides and is always busy with someones project including mine.

When somebody loves what they do and what they work on it makes all of the difference. There are so many people that see a Chevelle and see $$$ signs.

Your friend is in the ballpark with those figures. Just guessing at the materials cost, I would give an estimate of $2000-2500.
Laying in new OEM type harnesses isn't hard, but the parts can get pricy and it's time consuming.
It's not beyond someone with mechanical and a bit of electrical aptitude as a DIY project.

Add all the electrical switches and relays and ... You're looking at closer to $1500. I started with a totally stripped car and probably put in a good 50 hours of labor. If you have to pull the dash and the interior, my guess add another 20 hours. Figure the labor rate in your area and do the math.
