What's a fair price for it?

He offers no proof of the car being an SS, build sheet, POP, etc, so I'd price it like it's a Malibu, $3,500.

Alan here a a few thoughts and things to think about.

Freight from location
If the buckets are so good why show that crappy bench.
Paint looks awfully deep. Hidden rust may be a problem.
Why show that crappy blue fender and not the good and new one.
10 Bolt
No console

If bought in that $3K range and you could get it home free maybe not too bad. Sure are a lot of things missing that will add up to big money. I see no terrific bargain here especially with the cost to get it home to Texas.

On '69 SS's I believe the metal part of the dash and pad match the interior color (except Parchment which are black), but the plastic gauge insert and steering column are always black. The trouble with project cars like this, or disassembled ones is that there are so many parts missing you need another parts car to get them all. Especially all the small brackets, bolts, and doodads that you don't realize are missing til you start assembly. Many aren't repopped either. You can either buy a separate parts car or drive yourself nuts (and broke) while spending mucho time trying to find and buy them all.

+1 on the dash, my 1969 SS 396 car had a red dash and a red interior. Exterior of the car was Tuxedo Black. I paid $1700 for mine years ago, and it was much more complete + less rust.
