1970 chevelle, going from non power drum to power disc/drum set up. Added one of the new non-embosed "Delco Morine" power brake boosters. The booster seems to lean in towards the firewall at the top and the bottom seems to sit out father into the engine comparment than the top, say by 1". If I bolt up the master clyinder it doesn't appear that it will sit level with the ground. Is this normal?

Also which hole should the power brake rod attach to on the brake pedal arm, top or bottom? The drum set-up was on the bottomof the brake pedal arm.

Yes, the booster/master cylinder should sit at an angle. This is why you need to bench bleed the master cylinder before installing it, it's difficult to get all the air out if it's not level.

The pushrod mounts to the lower hole on power brakes, and the upper hole on manual brakes. This is just because you need more leverage for the manual brakes. Are you sure you had your pushrod in the lower hole?

No, I guess I am not so sure. Thanks for the tips!
