It is very important that your gear be right on center when you are driving straight down the road. All Saginaw power (and manual) steering gears have a "high point" right on center. This gives a good secure on center feel.
The first thing to do is position your car where you can work on it but still have a short distance where you can drive the car straight ahead and back. Now, turn the steering wheel from full lock to full lock. Count the exact number of turns. Now starting at full lock in one direction, come back exactly 1/2 the number of full turns. Now, your gear is right on center. Look under the hood and mark the steering shaft coupling or some other point on the intermediate steering shaft with chalk to indicate 12 o'clock with the gear on center. You now need to proceed from there to get the rest of the system positioned from that point.
With the gear on center, drive the car. Does it drive straight ahead? Is the steering wheel straight?
In order to get the car to drive straight with the gear on center, you may have to adjust the tie rods. Or you may have to pull the pitman arm and reindex it (although I think there is a block tooth on the pitman shaft and pitman arm that may provide only one way to assemble it).
To adjust the tie rods it is important to always turn them the same direction and the same number of turns side to side. This will result in the road wheels being repositioned relative to the gear and it will not change your front end toe.
When your gear is on center and the car drives straight, you can now address if the steering wheel needs to be reindexed to get it positioned correctly. You may have to reindex it if it is off by more than 12 degrees. (There are 30 serrations on the steering shaft so one serration is 12 degrees). Moving the steering wheel less than 12 degrees will require you to tweek the tie rods again. This will bring the gear slightly off center but not much.
You should refer to a good shop manual for you car to make sure the you follow the recommended procedures to make the above adjustments.
