What would you shim? I bolted in a 78 TA's 1 1/4" Sway bar. Are you using the endlinks & the other bushings? The other bushings are the ones that are a circle that the bar fits inside and it has two holes that bolt to your radiator support (i believe?) But if you don't use those the bar will hang down.

When i say shim i mean put some type of spacer in between the sway bar bushings and the frame. Not the end links.I don't believe thats how it's done but the center of the sway bar is almost touching the crank pulley.BILL

Is the bar bent? Mine has quite a bit of clearance, i have the A/C pulley two that has 3 rungs.
