I was recently in an accident where my rear tire and Axel had to be replaced. Since I have gotten my car back, i notice that the rear brake lights will not shut off unless i put my foot under the break and pull it back a bit. The shop that fixed my car said they could not see any cut lines, and that it appears to be a switch or spring that may be causing the issue, parts they cannot warranty repair. My questions are:

1) what piece(s) are needed to fix this problem?
2) How do I install the new pieces?

You probably don't need to replace anything at all. You probably only need to adjust the brake light switch. The switch is mounted in the brackets that support the brake pedal (and clutch pedal if it's a stick). This all hangs under and around the steering column.

Look at the arm of the brake pedal. About half way up behind the arm you will see a switch. This switch is depressed when the pedal is at rest, the switch is released when the pedal is depressed (when the switch then completes the circuit and the brake lights light). This switch adjusts in and out of it's holder so the point at which the switch activates can be adjusted.

Also, if you are having to pull the brake pedal back up there appears to be an issue with the pedal set up itself and getting that correct may show that the switch doesn't need to be adjusted at all. If the pedal doesn't fully return to the bump stop when released, you need to determine why and fix it. If the car has manual brakes there should be a spring in the pedal assembly that returns the pedal to its at rest position fully. If the car has power brakes, the booster should have enough push back to return the pedal to the bump stop.

after looking at it, it appears that the pedal is just not returning back to the starting position. Ill take a look tonight to see what i can adjust to fix the issue.
