What do you guys think are the best shocks under $50/ea for my lowered 71 chevelle?

I've got a 3.5" drop in the front (2" cpp drop spindles/1.5" springs) and 3" cpp drop springs in the rear.

Any feedback on the doetsch tech shocks that CPP sells?

I don't know about the lowered part but I have always used KYB's on mine for the street.

I run the Doetsch Tech adjustables in the front of my car and QA1s in the rear. They work great and ride nice. I've had them all installed for around 5 yrs now and have been pushing the car pretty hard lately. It works real well and I'd make the same shock choice again.

what setting to do you run them at and how do you adjust them?

You have to drop them out and turn the input rod to adjust them. I think there are ten turns of total adjustment, and I set mine at 5. I've never had a need to readjust them...at least not yet.
