This is my first rebuild and I notice that one of my bushings was welded to the lower a arm. Can it be fixed? or repalced? If so what A arm are interchangeable?

Front bushing? One of the later years like a 71 or 72? GM spot welded these in a couple of places. Grind off the spot welds and install a new bushing.

*EDIT*
The 1332 picture looks like GM's 2 spot welds. Looks like you were trying to pry the bushing out without grinding off the welds. Think that's where the heavy scratches came from but could be wrong.

Its for my 70 chevelle front lower a arm. Can it still work with the grove that was caused by the shaft? The sleeve on the arm was dammaged from the busted bushing so there is grove on both holes.
thanks

I'd get an opinion from a local chassis shop. Too hard to tell from the pictures. If there's a doubt you might consider replacing it. Used ones aren't expensive.
