Did the paint come gloss or semi-gloss from the factory??

Interior paint is always semi gloss to prevent sun glare and finger prints. the dash and the rest of the interior is suppose to be 60% gloss and the panel right at the windshield is 0% gloss. You add a flattening agent to your gloss paint to achieve the gloss you want. I use straight black lacquer out of the can for the 60% and add flattener to it for the 0%. You will find several different opinions/paint types on this topic.
