With base coat clear coat do you have to water sand the base coat before spraying the clear coat

No. You apply the base coat, wait 45 minutes for it to flash or whatever amount of time the manufacturer's tech sheet needs to elapse, then apply the clear.

Tom is right, no wetsanding the basecoat. You can, however, put on a few coats of base, let it flash off good and dry, then lightly scuff it with 600 grit paper to take the dirt nibs out of it, then apply at least two more coats of base to cover your sanding marks. Then apply the clearcoat. If you sand between the basecoat and the clearcoat without applying more base, the sand marks will show up big time.

You REALLY need to read the tech sheets for the products you are using. Many basecoats have a STRICT rule NOT to sand the basecoat. You can "lightly de-nib" it but you do not want to "sand" it flat or anything like that.
