Did GM only offer this option for three years? I was looking at the sites RPO codes and the lock was offered for 65, 66, and 67'
Is this correct?

If memory serves... RPO for 66, dealer option for 67.

Next question - was the lock activated by the regular car keys or a separate key?

Factory option in 1965 (http://www.chevellestuff.com/1965/options_by_model.htm) & 1966 (http://www.chevellestuff.com/1966/options_by_model.htm). RPO P19 sold 264 units in 1965 and 2101 units in 1966. No listings thereafter.

The one I have takes a GM key, I'd get a pic but I can't find it.

According to my information there WAS a 1967 Chevelle that rolled off the line with a factory installed spare tire lock. The same day my Chevelle was built, V.I.N. 136677106071, a ’67 Malibu convertible, was completed December 15, 1966 & shipped the next day. The car was C-code Provincial White (Ermine white was called Provincial White in Canada) with a 723-code Bright Blue all vinyl bench seat interior, 12-code medium blue convertible top. It was a 283 Powerglide car with manual steering & brakes.

RPOs as follows:

A02 (tinted windshield),
A39 (deluxe seat belts),
C06 (power top),
F40 (h.d. suspension),
K05 (block heater),
M35 (Powerglide),
P02 (wire wheel covers),
P32 (spare tire lock),
P61 (7.75-14 whitewall nylon 2ply / 4ply rating tires),
U63 (pushbutton AM radio).

I have also seen GM documentation that showed RPO N05 (locking gas cap) on a 1967 Beaumont (that means Chevelles offered them as well since they came down the line one after the other).
