Is this October 28 1969 and if so would or could it have gone in a 1970?

Assuming that it is a 1970 and if the casting number is 3963512 and is a two bolt it would be a 454 does that sound right?

Tim, you did not mention what "part" you are referring to. Most viewers are assuming it is an engine block, including the responses so far, and that assumption may be correct. However, it should be pointed out that not all parts used the letter "I" in the month sequence which would result in the date actually being September. Two that come to mind are Alternator and Distributor (at least for 1969 model year, not sure about 1970 models). Just a little tidbit to throw in here.
