I have power at all fuses except the small 4 amp one involving the instrument panel. I replaced the fuse and still no power. It did not burn out, so not an apparent short. Any suggestions?

Pull out the headlamp switch (turn your lights on) and re- check.

Always check for power on both sides of the fuse clips.

As Coppertop said, you need to have the parking or headlamps on to check the tail lamps and INST LPS fuses for power.

The small INST LPS fuse gets its power from the tail lamp circuit. If the tail lamp fuse is blown the INST LPS fuse won't have power either.
