I understand that I should not tighten the bushings(rubber) until the weight of the car is on the arms. My motor is currently out of the car so do I need to wait until that is back in or can I proceed without it? In other words, is the weight of the car minus the engine enough to put the arms where they need to be so I can tighten them?

No. You need the engine in the car. That's where most of the weight comes from.
