What is the correct way to bleed the brakes on my 69 Chevelle. We've tried it a few times, and the brakes do not work. Am I supposed to be doing something with the proportioning valve?

Saw it mentioned in some other posts. What do I do with it? Push button, while pushing brake peddle, with wheel cylinder valves open?
