Can I put the bumper pad on using the 3m tape without removing bumper and what is the proper location THANKS

Yes you can, make sure you get the bumper clean. If you place the pad up to the bumper you will see that it is contoured to fit in basically one place on the bumper (provided it is a good repro pad and not junk, I have heard they are made by more than one company and one is contoured, the other flat). If you get it off from where it is supposed to be you will see that it is not touching/making good contact. It is much easier with two people, one to hold it in place the other to spot for you once you get it where you want it use a sharpie or tape to mark where the outer edges need to be then apply your double sided 3M tape to the pad and install. Once again the install is far easier with two people so you don't get it crooked. Once it is where you want it use good firm/even pressure to seat the tape. I installed mine using this method two years ago and it still looks great!
