I think you can still file with Paypal. Give it a try you have nothing to lose.

Paypal can be used for other transaction not just Ebay.

From Paypal https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/CaseManagement/customerservice/EducationBuyerFileDispute

How to dispute a transaction

Step 1 - Open dispute right away
You can open a dispute (https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/CaseManagement/customerservice/EducationBuyerFileDispute#) in the Resolution Center (https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/CaseManagement/customerservice/EducationBuyerFileDispute#) to contact a seller directly and resolve (https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/CaseManagement/customerservice/EducationBuyerFileDispute#) a problematic transaction. You have 45 days from the payment date to open a dispute. Common reasons for opening a dispute include:
– You paid for an item but haven't received it and the seller is uncooperative or nonresponsive.
– You received an item that was significantly different than described.
Click the Report a Problem button in the Resolution Center to open a dispute. Then, provide more information about the issue and post a message to the seller.
You must wait 7 days to allow for shipping before opening a dispute for an item not received. Transactions older than 45 days cannot be disputed but should still be reported. PayPal tracks seller performance trends in the event we need to take action to protect other buyers.
Step 2 - Negotiate to resolve dispute
You and the seller have 20 days to resolve the dispute or escalate it to a PayPal claim (https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/CaseManagement/customerservice/EducationRespondClaim#).
The seller reviews your message and replies in the Resolution Center. This is your opportunity to communicate directly and resolve the issue by exchanging message posts. Communicate clearly and include suggestions about how to resolve the issue, such as through a full or partial refund.
PayPal can view all posted messages in case the dispute is escalated to a claim.
We place a hold (https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/CaseManagement/customerservice/EducationRespondClaim#) on all funds related to the transaction until the dispute is resolved or closed.
Step 3 - Close the dispute or escalate to a claim
You can close (https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/CaseManagement/customerservice/EducationResponseReview#) a dispute if you and the seller reach an agreement.
Otherwise, you can escalate the dispute to a PayPal claim within 20 days of opening the dispute. We automatically close disputes after 20 days.
Wait until you are 100% satisfied with the resolution before closing a dispute. A closed dispute cannot be reopened or escalated to a PayPal claim.
Select the open dispute in the Resolution Center and click the desired action at the bottom of the dispute details screen to close or escalate a dispute.
We require more information from you when you escalate a dispute to a PayPal claim.
Step 4 - We investigate and resolve the claim
By escalating a dispute to a claim, you are asking PayPal to review it and decide the outcome.
We try to resolve cases within 30 days, but complex cases may take longer to investigate, deliver a final decision, release any funds, and close the case.
You and the seller may be subject to specific deadlines for new information. We use the messages exchanged in the Resolution Center, along with other details, to determine the outcome.
You can track the progress of your claim and respond to requests for information in the Resolution Center.
We notify you when we come to a final decision (https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/CaseManagement/customerservice/EducationClaimResolution#).

The resolution process is long. There is no refund on shipping. Once the item is returned to the seller, it is the sellers discression if there is a refund... I spent a month after buying some bent wheels off EBAY. I found it easier to post the items on Craigslist and unload them quickly.

Deals outside of ebay are risky, anytime you can't see/touch the parts for yourself is risky.
What looks ok to the seller, can be a total piece of junk to you.

I'm always leery of sellers that don't/can't send GOOD pics of what they have for sale.
Another is the one that is "selling it for a friend because they don't have a computer".

Hopefully you can resolve this with the seller.

One suggestion I have in the future is,put up a post about a part or car for sale and see if one of "us" can go look at it "in person" for you.

hi rich; go ahead and file a chargeback. paypal tends to side with the buyer in most cases. just explain that the seller did not fully disclose the condition of the items. you will lose your shipping money to return the items to the seller, but usually paypal can recover your initial shipping fees. there is no guarantee, but you have a favorable chance of getting your money back.

I hope you stated "BENT" in your Craigslist ad. :(
.......

A lot might depend on how an ad was worded AND how well the buyer read the ad.
There are thousands of eBay sellers that are rip off artists and experienced at wording their ads to protect themselves in the event of a dispute.

Probably pretty well screwed, sorry for the bluntness but the truth, best recourse is to plead with the seller about living life correctly and not doing this type of things to other people, other than that, good luck

Absolutely! If I am going to give my work number to someone as a point of contact, last thing any reasonable person would do is be misleading or deceitful. I also did the transaction at my local NTB so he could visually inspect the wheels before they were purchased. Too much wobble for me but not for him I guess... I paid 120 for the wheels plus 45 for shipping. Paypal would NOT retrieve original shipping costs, so I would be out 90 bucks in shipping alone on 120 dollar wheels. I sold them for 60 and called it a day...

As a note; If I am buying something off Craigslist I either;

Pick it up from their house
Speak with them through a work phone
Meet at a business that can verify quality of described item
If a person is on the up and up, there are no problems. If they disagree, I walk away...
