Is this normal? Should I be worried?

I'm looking at a '69 Chevelle and I just noticed in the pics I took last night that the sequence numbers on the plates don't match. It got me thinking a bit and I can't find any info on this.

The trim tag shows the "body sequence number" the VIN tag shows just that, the sequencial VIN (trailing numbers) for entire vehicle.
