Whats the easiest way to test the Horn relay? It's a 69 SS. And how many male spade terminals should there be on it? 4? Battery, horn, horn and key buzzz?

You can power up the operating coil and test for continuity across the contacts.
12 volt power to “BAT” terminal and ground to small black wire,

So if I put a meter between Chassis ground and #2 spade on the relay, hit the horn button there should be continuity provided the coil is pulling together? Or else pull the green (#3) hook on to the spade with one end of a meter and ground the other, hit the button and i should see 12 Volts? Or am I confused?

If you put a meter between the #2 terminal (small black wire) and ANY known good ground you will get continuity when you hit the horn button regardless of what the relay is doing at the time because you wouldn't be checking anything except the horn button and it's wire.

Yes, if the relay is working properly AND the small black wire is connected to it at the time, you should get a 12 volt reading at the green wire, providing the relay also has power going to the "BAT" terminal.

12 volts to "BAT" terminal feeds power to one side of the relay's operating coil AND to one side of the set of contacts.

The horn button's small black wire sends a ground to the other side of the operating coil causing it to energize the relay which pulls the contacts together and sends 12 volts out to the green wire going to the horn(s)
