1969 Malibu built in Atlanta with two tone Champagne (63) over Burnished Brown (61) with Aff Parchment Coated Fabric bench seat.

could that have been a brown vinyl top on a champagne bottom? or vice versa?

Colors are lower and then upper. So 61 is the lower color (Burnished brown) and Champagne is the upper color. A vinyl top would be coded with a letter rather than a number.
