The cowl tag shows the following

07B 7
ST 67-13617 BF22Z2(8 OR 3) BODY
TR 763 AA PAINT
42424 1602?4
? MIGHT BE AN 8

On the engine front right is the following

F0707WA

F=FLINT 07=JULY 07=7TH DAY WA=?

WA Shows to be one of the following
65 283 2brl
68 307 2brl
69 350 4brl

This engine has after market carter 4brl carb and edelbrock intake.

I can't get to the rear VIN to read it.

The previous owner had the car for 1 year and was told it was a 283. But I was wondering if it belonged to this car or was it a replacement.

Well, you pretty much ruled out the engine as being original to the car...and there was no WA code used on Chevelles. It is technically 'date correct' for the car though as it's dated the 7th of July and the body plate indicates a July, 2nd week (07B) assembly time frame.

Body plate:
07B ~ July, 2nd week
7 (hand stamped) ~ unknown but seen on other years and plants tags
13617 ~ V8 sport coupe trim level
BF ~ Fremont, Ca
2222(8 or 3) is the Fisher Body number
763 ~ black bucket seats
AA ~ Tuxedo Black (lower/upper paint color)

The last two sets of numbers are internal plant tracking codes for various purposes and without assembly line paperwork are pretty much useless for decoding.
