Freshayr,
Colvin's 65-69 states for Manifold #3931067:
Date of casting: May 6 1969
Carb type: 4BBL Rochester
Year: 1969
Model Engine Horsepower
Passenger 427 335,390
Chevelle 396 325,350
Camaro 396 325,350
Nova 396 350
Notes: Cast iron intake manifold. This intake was used on all 69 BB engines with a hyd lifter design except 427/390, 400HP Corvettes. This intake does not have an oil splash shield.
Colvin's does not have the carb # you called out, however, check to see if it could be 7029203. That is as follows:
Carb: 4MV
Year: 1969
Model/Eng/App.
Passenger/Chevelle/Caaro/Chevy II 350/255,300HP, S/T

Freshayr,
The info above was for a Rochester Carb with Auto Choke Remote. I don't know CFM. Not fluent in Rochesters so better get someone else to cover the "1 y" portion of the code. The 0279 is:
27th day of the year (julian date) and the "9" indicates the year of production or 1969, therefore Jan 27 1969.
