This caught my eye this morning. I never thought about a fake POP before. To me this also should be illegal, just like VIN tags.
blank POP for sale (http://cgi.ebay.com/ebaymotors/ws/eBayISAPI.dll?ViewItem&rd=1&item=2483001086&category=10076)

Many years back there was an ad in Hemmings Motor News for a whole bunch of these and the machine to stamp them out. This had to be almost 10 yrs back and the whole lot was selling in the $500 range. He would have made a killing if Ebay was alive and well back then.
The stamping was done at the assembly plant and not the dealers. I would imagine someone stole this from the assembly plant years ago and then someone else found it. The dealer would add the customers name etc with a another label. Those addressograph machines that made these were expensive. fyi-They also used the same process in local tax offices to stamp our metal plate with property owners names and address's so they could print out the tax roles. Many a time I watched them run off the tax roles for us when we were conducting property surveys for highway relocation takes.
