can someone decode this car for me thanks

A couple of things stand out to me:
Oshawa built Canadian car
JJ Paint code with a 9 means solid Verde Green paint in enamel rather than laquer (Canadian colour only, like mine!)
A51 = bucket seats, but with that serial number I can tell that you're looking at a Malibu SS V8 (could be a 283, 327 or 396!), console is mandatory unless it has a 3-speed manual
M35=Powerglide.
I'll bet that car was built in late November / early December '66.

7 = model year 1967
1 = assembly plant code for Oshawa Ontario
1 = start of sequential unit number
04511 = where your car is off the assembly line from the Oshawa plant

Style = refers to style of car
13617 = model number for a Malibu V8 two door sport coupe
Body No = refers to below
OS = assembly plant code for Oshawa Ontario
838246 = Fisher body order number for this cars body
Paint = refers to below
9 = type of paint
J = lower body exterior paint colour Verde Green
J = upper body exterior paint colour Verde Green
Trim = refers to interior trim code
763 = interior trim code for black vinyl
A51 = front bucket seats
C08 = vinyl top
D55 = floor console unit
M35 = powerglide two speed automatic transmission
TP27 = vinyl top colour black

The cowl tag does show a Canadian only paint colour of Verde Green, nice colour and Canadian only to boot.

Sodbuster you have a problem here the VIN number is for around December of '66 but the cowl tag is for the end of March '67. So one of these has been changed. Have to check my database at home ('67 Chevelle production line to be exact) to be sure but the two tags can't be on the same car from the factory.

A few quick questions

What colour is the firewall and trunk of this car?
Does it have/had a vinyl top at one time?

My guess is the VIN number has been attached to another Canadian Chevelle body, it could be Cowl tag has been swapped but that seems a bit much.
