Thanks a lot guys Internal Fremont, CA processing codes for options and this number is probably found on either a trim sheet or the build sheet. Atlanta, Flint, Framingham, and KC cars put certain options on the body number plate in groups; Baltimore and Fremont did not.
F ~ Flint, MI
0203 ~ Feb, 3 (fits with 2D [Feb, 4th week] on body number plate)
EC ~ 327/275 hp w/Powerglide and Air Injection Reactor (A.I.R.)

055710 is just a internal plant ID number.
Once the body came over to the Chevy line, the clerk would use that number to relate that body the order and production schedule etc.
Pattern I have observed with Fremont is that in 1965 they put option codes on the tag and a another code like this.
In 1966 Fremont stopped using the Fisher Option codes. This number was an ID for the car used by plant operations. It was a computer generated number that tied all the information on the car together. Fremont was GMAD plant (not a Chevy only) producing other GM makes as well as Chevrolets.
