A CE block would not be the original block. It was used as a over the counter motor when the original went bad for whatever reason.

CE - Chevrolet Engine (Service replacement)
0 - Produced for 1970 model year service
78554 - Denotes serial of Tonawanda built engines. Tonawanda serial numbers started at 50000 and went up to 79999 making this the 28,554 service engine manufactured. for 1970 service. Note-Not always a complete engine, could be any combination of partial engine, fitted engine with crank only or pistons only etc. They did not trash a engine if only part of it was gone bad. Since this engine is some 2 yrs later that car, it most likely was not a warranty replacement. The customer probably had to pay for it or it was put in many many years later and may not be anything it appears to be today. Rebuilt etc.
