what is the easiest and safest way to do this on a 66 chevelle.
I am talking about the parts on the door pannel

Do you need the little tool they sell for this or can you do it with somethis else.
From what I can tell, there is a clip that slides around the handel and once you remove it the handel will slide off.

Am I correct in saying this?

Yes. There is a U shaped clip that locks the handle onto a post.

If you remove the clip the handle comes off.

You can try using a rag. Slide it under the base of the handle, and spin it back and forth like you are buffing the shaft. I have never done it that way, but others say it works good. The ends of the clips are usually pointing in the direction the end of the handle points.

There are a couple tools for this. I've found that the cheapy flat sheet metal tool works the best for me as compared to the pliers type.
