I finished rebuilding my tilt column with all new GM parts and I would like to test it somehow before I install it in car. Anybody ever done this "pretest" before or can recommend somebody here in California's Stockton and Modesto area?

There's not much testing to be done, Marc. If it turns without binding and the cam assembly works OK on the turn signals and it tilts, you are there. I did my 70 in my garage in Pleasanton years back and never had a problem. I don't know of anyone in the valley that does that though. Make sure the ignition switch is installed properly and the key moves the switch OK.
