I have a 69 ss 396 and I am having a problem with getting it started. When I turn it over it makes a sound like the starter is jamming in the flywheel and spits a little through the carb. when it does get started it runs not bad. when the car gets warm it gets easier to start. Any ideas? also can someone tell me the proper procedure for setting the timing on this car

Connect the timing light, start the engine, let it warm up to operating temp, disconnect the vacuum advance and plug the vacuum hose. Now check the timing, hopefully the timing mark is clean enough to read. If not, shut the engine off and clean it up. I would set the timing at 6-8 degrees before top dead center. If the timing is close to that you have other problems causing your starter problem. My 69 did something similiar to that and I ended up with a new starter motor.
