Have small of fuel leaking around the perimeter of the fuel pump where the brass top joins the sides of the pump. Is there a easy fix or does the pump need replacement?
Also, could this be affecting difficulties in starting the engine?

Replace it! Not worth playing with. The "tough starting" situation can be a nuber of things. Tough to troubleshoot over the internet. Could be an ignition problem, carb, etc.
