Is a TSB put out by Ford something that they need to honor or is it just a bulletin on how to repair a problem?
My blend door on my a/c is evidently broken. The repair quote is $1400. Any suggestions please. Evidently the dash needs to be removed to repair this.

TSB's have differing warranty deadlines based on the type of issue they address.
In the case of this TSB, it states it is applicable only during the original bumper to bumper warranty time frame.
However, you could try to take your car in and plead your case. Being a 1997 vehicle, it probably won't work, but it can't hurt.

The TSB is a method of communication with the Dealership Service staff. This gives them updates and information on revisions, repairs and problems on the vehicles and their systems. The only way you would be able to receive a repair for your problem under warranty would be if your vehicle was still under the original Bumper to bumper warranty or Ford put out a specific "Recall" on the problem that included your year vehicle.
Other than that, you probably will not have much luck in getting it covered.
Alldata and Mitchell list the blend door repair at anywhere from 6 to 6.5 hours. This, in conjunction with any other A/C repairs and parts, can run the bill up quickly.

TSB is technical service bulletin and thats it.. Dash will need to come out to get at the heater case. One of the door hinge pins has probably broken if it is not moving.. What problem are you having? Cold air with heater? make sure you don't have a water valve or vacuum problem....

AIR CONDITIONING - DISCHARGE AIR TEMPERATURE DOES NOT CHANGE WHEN MOVING TEMPERATURE LEVER
LIGHT TRUCK: 1995-97 EXPLORER 1997 MOUNTAINEER
ISSUE: The discharge air temperature from the A/C-Heater system may not change when the temperature lever is moved. This may be caused by a broken blend air door.
ACTION: Install a new plenum which has a revised blend air door and should reduce the possibility of cracking. Refer to the following Service Procedure for details.
SERVICE PROCEDURE
1.Stabilize the vehicle at room temperature (between 40 and 38°C (40° and 100°F).
2.Enter Electronic Automatic Temperature Control (EATC) module self test mode by simultaneously pressing the "OFF" and "FLOOR" buttons and releasing, then pressing the "AUTO" button within 2 seconds. Immediately press the "DEFROST" button to exit and clear any codes that may have been accidentally set.

3.Re-enter the self test mode. The control will display a series of segments for 20 seconds after which all vacuum fluorescent display segments will be displayed if no faults are found. If a fault is found, a DTC will be displayed as shown in the Diagnostic Trouble Code (DTC) Chart. Refer to the appropriate Service Manual for proper diagnostics.
4.If no codes are present, press the "PANEL-FLOOR" button and set the temperature set point to 32°C (90°F), rotate the blower motor thumbwheel fully up and measure the discharge air temperature.
^If the air discharge temperature is cool at the 3200 (90°F) set point temperature, then the blend air door is most likely broken. Remove the blend door actuator and inspect the blend door for cracks where the actuator rod fits into the door. If the blend door is broken, replace the plenum assembly as outlined in the appropriate Service Manual
^If the discharge air temperature is warm or hot at the 3200 (90°F) set point temperature, then set the temperature set point to 16°C (60°F) and measure the discharge air temperature
^If the discharge air temperature at a 16° (60°F) set point temperature is warm or hot, perform the refrigerant tests outlined in the appropriate Service Manual

Thanks for your help. I did the diagnostics and it comes up with no code. There are some people that show a way to cut the job time down by cutting into the plenum to get to the blend door. I definitely am not going to pay $1400 to have this done and have asked Ford if they will give me a copy of the service bulletin. The will not so I will have to contemplate what I am going to do. Thanks again for your help.
