I have a 67 with a small block, the last owner put in a hei unit, Question is I have 12 volts on the wire lead coming in from the "starter" wire but when I let go of the key the other lead only produces about 4-5 volts, normal? also I have no dash lights the "gen" and "oil" lights will not light up unless I feed 12 volts to the hot coil side , ground problem ?

The wire that is giving you the 4-5 volts is probably the original "resistor" wire, and should have been replaced when the HEI was installed. I think there is an article in the Tech reference on the main Team Chevelle page about this. The other problem is probably unrelated, and might be a ground problem, but could be a number of things. I would have to look at a 67 wiring diagram to be sure.
