Does anyone know what this is? the side with 2 outlets have short hoses blocked off with bolts and the other side goes down and and plugs in near the tranny. do i need it cuz its in the way of the brake booster vacuum hose that goes to the carb. on the performer intake i just installed the hole is threaded too close to the carb. on the stock intake it was far enough back to not get in the way.

Plug it , and run the line from your tranny to an outlet on your carb.

You don't need to re-use that particular piece but it's basically a manifold for vacuum lines. You need to run one vacuum line down to the tranny. One of the lines probably went to the distributor for your vacuum advance. Another was probably for your windshield wiper box and your heater controls.

on the distributor(http://store.summitracing.com/partdetail.asp?autofilter=1&part=MSD%2D8361&N=700+115&autoview=sku) thats on there now there is a vacuum hose that goes to the front of the carb (http://store.summitracing.com/partdetail.asp?autofilter=1&part=MSD%2D8361&N=700+115&autoview=sku) I just looked at the carb again and there is another nipple that was capped off. maybe I can hook up the hose to that nipple?
Edit to add that the nipple that was capped off is called the manifold vacuum port. Can I run it to that port?

Most likely you have your distributor hooked up to the ported vacuum line on your carb which is the correct connection for your distributor. As long as you do not tee anything off this line you should be in good shape.
The manifold vacuum connection on the carb would be a proper attachment for the transmission vacuum line as it should sit below the throttle plate and not loose vacuum at idle.
