there has been alott of fuel spraying out of the tailpipes of my 66, its a dual exaust,any guesses?

I don't think its fuel, it will usually burn up in the exhaust pipes and cause a backfire. It might be extra condensation or even a broken head gasket thats letting your antifreeze enter the system. Check you antifreeze level and see if it has dropped or is dropping.

If it is fuel, how does the car run because it must be dead rich to the point it wouldn't run.

In colder weather you'll get more exaust condensation. Even in the summer my car will leave puddles on the cement floor when started cold and left idling.

As I learned here on TC, water is a byproduct of normal engine operation. If you don't get the car hot enough it will collect in your mufflers. To be safe check your radiator for oil and your oil for water. If there is no problem with that, take it out for a nice long run!
