Bubble in the fuel filter is ok, probably should get a fuel pressure reading anyway. The other problem sound related to misadjusted floats. Check it out!

Floats out of adjustment or your fuel pressure is too high. Is this an edelbrock carb? If so, no more than 5.5 psi fuel pressure or it will behave just like you describe.

Ditch that little clear glass filter, they suck. Get a good ol metal canister type filter from kragen or somewhere. More filter area, more crap filtered out.
