ok i jsut got done rebuilding my block cranked it up and is well cept there is collant leaking from a waterjacket bolt on the head, what would cause this under torque?

Did you put sealant on the head bolt threads when you installed them? I would pull that bolt, clean it off, put some sealer (RTV)on it and torque it back in there. Might fix it.
