was wondering if theres any way i can tell if the vacum secordarys are opening on my holley carb without the carb being on the car.

No, this is one of those things that can only really be determined on a running engine. All you can check with the carb off the car is that the linkage is free of bind. If the rod coming out of the vacuum can will easily activate the secondary throttle plates and the vacuum can will hold a vacuum, that's about all you can check.

I have not tried it, but, you can put a paper clip on the linkage for the secondaries then go for a run, open the hood, see if the paper clip location has moved.
You might try a search in the performance section about this subject, that is where I read about it.
