I have recently rebuilt my 350. I have a mild comp cam 218 224 with a .463 lift. An Edelbrock 1406 carb with a performer airgap intake. stock heads with 2.02 valves.
After it was fit into the car and started(she sounds sweeeet) I found a fuel leak at the pump and a rocker knock.
I rechecked the rocker adjustments and found a couple were loose.
My father decided to help and get the fuel leak fixed, which he did, but he then decided to run her and see if it leaked again. It would not idle for him. I new that the timing had to be at least close because at 1500 to 2500 rps she does not mis at all.
He messed with the idle speed screw and the idle mixture screws.
Is there a way to set these up initially without the car started. He has the screws almost all the way out so I know it is too rich but I do not know where they should be initially.
Any help would be great.

I'd start at about 2 /12 turns from the seated postition. Then turn them in until the engine begins to stumble and back them out until you get the smoothest idle.

Randy, Thanks for the advice. You would not know the best setting for the idle speed screw would you.

Idle speed, with the engine warm and choke fully open, should be around 700 - 750 RPM.
