What would cause the arm in back to pogo at idle? Vacuum leak or faulty part or other?

BTW- Its a Q-jet carb with the choke stove setup on the manifold..

With engine not running take off hose to va. break and push lever in and at same time hold finger over hook up tube. If it stays in it is good.(some units have bleed hole on back--if so tape up for this test.)If ok your engine may be idlingto rough for a steady vac. pull. Check with a vac. gauge hooked up to manifold vac. port. Hope this helps.
