I just plugged my cig lighter harness in, before i connected my neutral bat terminal. I go inside the car i notice the dome light isn't on i found out that i blew the fuse. I had an issue before with this lighter,it was smoking on me because the lighter didn't pop out. Could the lighter dash housing be melted?

Yes, and/or shorted to ground. I would replace the lighter housing also.

When you depress the lighter it completes the circuit and causes the element to heat. If it overheats it will pop the fuse or if the socket is bad it will do the same thing.

If lighters were used alot tar and nicotine as well as the tobacco would dirty the housing and elements causing them to stick and stop working.

What do you mean by shorted to ground?

Shorted to ground (at least in this case) means power is not going through the heating element, but straight back through the ground wire. When this happens, the circuit will draw max power, which will blow the fuse. If the housing is damaged, it should be replaced.

The element is a bimetalic spring. When it is energized the spring expands and pops the lighter out of the socket. as mentioned above tar and nicotine will bind the spring from moving and overheat the socket. Possible it's shorted.
