Are there any kits available for the 67 firewall or just make a cardboard template and cut some metal to size?

What do you mean by weld over the old? Im loosing you.The car in my signature has a piece of aluminum covering the whole firewall (what a mistake !!!!!).If I had to do it again. I would make a cardbord template for the heater box/wiper motor and duplicate them in metal/weld them/grind smooth ,then I would fill in the remaining holes and dents with body filler and hit it with some epoxy primer and 2k primer.Then paint.

I meant taking a nice smooth piece of metal, lay it over the factory firewall to give it a smooth look
