Ok I am in the middle of complete rebuild, 1971 chevelle camino. I took my wiper motor & water pump off Cleaned it and Painted it. (It was working before I pulled it) I put it back together and checked it out it wont move unless I reach in the fresh air intake and help move the actuator. While I was doing this I noticed that sparks were coming from the ball joint where it hooks the motor to the actuator arm? I then started to smell hot wires so I imediately disconected the harneses, at which time a whisper of smoke came out of the bottom 2 prong conection. I am pretty sure I hooked the wires up correctly, but now not sure Any Ideas? why I would have a spark going through the actuator?

The wiper motor must be electrically grounded to the firewall. Scrape some paint off the back of the motor and the firewall. Are the wires still in the plastic connectors? Be sure you wire it correctly. The black/yellow is the power wire.

Ok, I took it off Cleaned up the brass ground tab and the paint around it and the fire wall paint. Put it back in and it worked, seemed slow and it making a popping sound, the armature for the pump was moving constantly on high or low. Wiring was correct per your diagram. So removed the pump, Stared at it like I knew what I was doing put the pum back on and now the wiper motor doesnt work at all again. Good news is it's not making that popping sound from the armeture.
