Does cam timing have more to do with dynamic compression or static, or do they affect both equally? I'm just wondering how you can know a piston will give you X static compression if cam isn't factored.

Static compression has nothing to do with cam timing, its simply how much you're squeezing into what size space.

Dynamic compression is taking into consideration the closing point of the intake valve.
