A thread can be made "sticky" by a moderator or admin. Making a thread sticky makes the thread stay at the top of the forum regardless of whether it gets posts or not. A thread can be made sticky permanently or just for a given period of time.

Just to add to what Rich said. We really try to limit the stickies even though there are some great articles which could be stuck. Too many posts at the top of the page get tiresome for the regulars and it means more scrolling to read new posts.
