i'm getting a sleeve in 1 cylinder. should i have the block decked after? is it best? thanks

Yes but not completely necessary if there is a reason not to like the deck height is already set or some such thing.
An excellent job can be done with a flat cutter in the boring equipment & a large flat file.
Biggest problem with sleeves is the distortion in the adjacent cylinders if they are not bored after installation of the sleeve :(
It can be held to a minimum if the sleeve is installed with as little interference as possible (less than .001 is my preference)

Mike, if you have a fresh 4.311 bore and its needing a sleeve due to a dropped valve. Are you saying an entire re-bore on the whole block in order after the sleeve is pressed in or ?

No, what I am saying is you are going to have some distortion in the adjacent bores but it is "acceptable" if you hold the press fit of the sleeve to a minimum.
Not what I prefer in a performance deal but sometimes,,,, it be what it is :(

Would I prefer to rebore the block,, for sure, I like round holes,, :D
But, sometimes this is not an option & we have done a lot of engines with just a sleeve & they run fine, even with the distortion.

You haven't used the new spray-on distortion remover? It's sort of like gasket remover but it only works on distortion.

wow, what a coincidence. I sell said spray-on distortion spray for only 9.99 a bottle with brush applicator. I sell it in 12 ounce and 16 ounce containers with easy to use pop top. I also sell rebore and reream too. lol

Call the the guy on the cellphone that we sent after the scaffold board "stretcher" to get a bottle of it before he comes back or we will have to send him out again...

I want a bottle of your "rebore and reream".. I will send him right over for it when he gets back..

just a quick sidenote....
the scaffold board stretcher doesn't really work unless it's hung on either end by 2 skyhooks.

Just thought you might want to know so you didn't waste your time.
