I have been looking at a phenolic carb spacer that has the blended center on it. Is the phenolic a stable material? Is there any chance of the center of this spacer sagging/warping over time since it would be unsupported above an open plenum? Or worse yet comming loose and dropping into the open plenum on my Vic Jr

Phenolic is a thermoset resin. It should not soften or sag from heat unlike thermoplastic resins.

Cool. The phenolic is supposed to have really good heat insulating properties and I was hoping to isolate the carb a little more.

I've got around 10K on the tripower setup Tony, and it has always had a phenolic spacer that I cobbled at home. No warping etc. I used a canvas phenolic laminate.
Went from a carb that was hot to touch, to a brace of three carbs that you can kiss after a 5-10 hour highway run. Its a very good insulator.
If you wnat to rout out your own, let me know. I have two 1/2"X 4 X4' sheets of the stuff around and could easily lop off a piece for you. Careful sawing/routing, the stuff smells, and its that " can't be good for you" smell!
The advantage of cobbling your own is that you can cut it along the same lines as a GM heat spacer and really keep heat off the carb.
But the stuff is stable and does an exemplary job of heat insulation.

Gene is right, the fumes are very bad for you. Cancer causing carcinagetics. We use it at work with full face mask and a vacuum. Can also wet it down with water while drilling or cutting. Be careful!

Tony, Caddilac Plastics in Northeast Mpls has the plastic in stock. Many other local shops have it and unless you want the special blending, it can be made yourself.
