This is the full part number of the frame "S"- has a circle around it? Frame was made by A.O. Smith (a gas pump maker) 191- possibly a tracking ID number, unsure 12 9- MFG date, Dec 9th C1 1st shift XK- broadcast code for the frame. I'm thinking this is correct for a 69...
