Oven cleaner seems to be the popular choice for many. It won't harm the plastic.
As for paint, I'd go with SEMs.

Castrol Super Clean is a good paint stripper and brake fluid (cheap DOT3) is another one. Both are widely used by plastic model builders for paint stripping paint. They are safe on most plastic materials, but you might want to try it on the back or somewhere where it won't show first, just to be sure. I have stripped many car parts and plastic models with both of these, and the only incident was a position light lens for a Camaro that turned into goo after leaving it in brake fluid for too tong. Live and learn... ;)

Might use some compressed air to remove some of it.

I usually soak the parts I want to strip and it takes a while for CSC to react with the paint, so it might not be practical if you're stripping a headliner or a visor. You could try and soak a rag and wipe it down and see what happens. Just make sure to clean it off real good afterwards, and also make sure to wear gloves. That stuff will strip your skin off if you're not careful. ;)

I agreee with Ollie. Castrol Super Clean and Brake Fluid work well. I think brake fluid is a little tough to clean up afterward. I have also used off-brands of Super Clean, they come in a purple bottle just like the Castrol and can be found at AutoZone, etc. They work just as good and are safe on the plastic.

don't get the Castrol Superclean on your hands, wear plastic gloves. That stuff will take off several layers of skin! It will lift the paint right off that plastic. So will a product called Mean Green/Simple Green, if it is available in your area. Oven cleaner is even stronger, but wear gloves and don't breath any of these products. You'll have a sore throat in a couple hours.
