I originally posted this question in the interior section. So I'm just covering my bases.I'm re-upolstering my bucket seats in my 70 SS Elcamino. My interior appears to be original and does not have head rest.Could anybody, first tell me if in 1970,the head rest where mandatory and if the Elcamino being registered as a commercial vehicle, had anything to do with why head rest may not of been mandatory.
My car is a November 3rd week 1969 build if the head rest became manadatory affective January 1,1970.It's a guess!! :) Any help would be appreciated. Thanks, Rod

Your guess is a year late. The headrest federal safety mandate was 1 Jan 1969. Your El Camino is almost 40 years old. Lots of time for seats to be redone and still look "original".

Pull the back off of your current seats. If they are A body seats the provisions to add headrests most likely are already there and you only need to buy ta few parts and headrests to add them. Good luck.
